The cooperation between Nicaragua and Norway, regarding the development of the fisheries sector, dates back to 1987 when a National Fishery plan for Nicaragua was developed.
Based on this past experience, a new cooperation program to support the development of the Fishery sector in Nicaragua was re-establish in 2006/2007. The program is a co-operation between the Nicaraguan Institute for Fisheries and Aquaculture (INPESCA - Instituto Nicaragüense de Pesca y Acuicultura) and the Institute of Marine Research/Directorate of Fisheries (IMR/DoF) through the Centre for Development Cooperation in Fisheries (CDCF).
The present program covers the following areas:

- Fisheries research and assessment: Aims to improve the knowledge of the marine resources in order to be able to provide qualified and opportune scientific based advice on the state of the major aquatic resources, and on related relevant management measures.
- Institutional capacity building: Aims training in leadership aspects for managerial staff to increase the capacity both within research and administration-management.
- Cross cutting issues focusing on gender, environment and local fish consumption information. Aims to combat malnutrition, preservation of the environment, and to increase the sector’s sensibility in issues as woman participation and ethnic minorities.
These areas will address to improve Good Governance and Sustainable utilization of natural resources.
The cooperation is a three-year project, finishing in 2009, with a total budget of around NOK 10 million.
